9999999 = N.I.U. (Not in Universe).
The Census Bureau applies different disclosure avoidance measures across time for individuals with high income in this variable. Detailed explanations of these methods, topcodes, and replacement value and swap value thresholds are available here.
Description
INCOTHER is a residual category for pre-tax income for the previous calendar year that was not reported in other, more specific, income variables. Small amounts of income from hobbies, severance pay, and foster child care payments are included in INCOTHER, as is any income that respondents failed to report earlier in the interview.
INCOTHER covers income not captured in the variables INCWAGE, INCBUS, INCFARM, INCSS, INCWELFR, INCRETIR, INCSSI, INCINT, INCUNEMP, INCWKCOM, INCVET, INCSURV, INCDISAB, INCRENT, INCDIVID, INCEDUC, INCCHILD, INCALIM, and INCASIST.
Amounts are expressed as they were reported to the interviewer; users must adjust for inflation using Consumer Price Index adjustment factors.
Comparability
Starting 2015, INCOTHER now captures the variable INCALIM. Aside from this change, the variable is only affected by changes due to inflation.
Comparability with IPUMS-USA
IPUMS-USA includes the residual census variable INCOTHER. However, because in general more income variables are included in the CPS than by the census, the scope of INCOTHER in IPUMS-USA is much broader than that of INCOTHER in IPUMS-CPS.
