These string values in the original data have been recoded as follows:
blank => -1 : Missing
UH_BUSOWN_B1 appears to be empty from 1999 forward. In some samples all records are blank, in some samples, all records have a value of -1. Both original values are recoded by IPUMS to -1 for user convenience.
