In 1999+ the top, nonrecoded value is $20,000. ABOVE this, the individuals are grouped by sex, race/origin, and worker status. A mean income value is calculated within these groups and assigned to the individuals. The largest mean value is shown as the 'Top value'. See Appendix H.3, chart #3 for details on average replacement values for non-earnings income fields in 1999 forward.
