To be considered eligible (79-88), the following conditions must be met: 1) In outgoing rotations and working and edited class is private and unedited class is blank, private or government (mis=4 or 8, mlr=1 or 2, class=1, classx NE 5 - 8). 2) In outgoing rotations and working and edited class is government (mis=4 or 8, mlr=1 or 2, class=2 - 4).
