Description
FRAGMNT identifies households that do not contain household heads. These are all one-person households where the individual was assigned a relationship code other than "Head." We assume that these individuals either live in group quarters or belong with a household elsewhere in the dataset. The original CPS documentation does not offer any advice about how to treat these households. Users should anaylze them with caution.
