This variable is comparable across years.

1995-1999: Civilians age 16+ who were employed, but not self-employed, did not change employers in the past week, and had a temporary job or did not report being able to keep their jobs indefinitely independent of external circumstances and job performance, AND do not expect to continue to be employed for a specific length of time, but do know how long they will be employed.
2001-2005: Civilians in month-in-sample 1-3 or 5-7 age 16+ who were employed, but not self-employed, did not change employers in the past week, and had a temporary job or did not report being able to keep their jobs indefinitely independent of external circumstances and job performance, AND do not expect to continue to be employed for a specific length of time, but do know how long they will be employed.
2017: Civilians age 16+ who were employed, but not self-employed, did not change employers in the past week, and had a temporary job or did not report being able to keep their jobs indefinitely independent of external circumstances and job performance, AND do not expect to continue to be employed for a specific length of time, but do know how long they will be employed.
