Description

COUNTYERR identifies how each COUNTY code was assigned and, for COUNTY codes derived from PLACEFIPS, reports the estimated commission error associated with that assignment. Cases with COUNTY reported directly in the original CPS data are identified separately and are not subject to PLACEFIPS-based commission error. For inferred COUNTY codes, commission error is defined as the percentage of the associated PLACEFIPS population residing outside the assigned COUNTY. COUNTYERR does not measure omission error, which is the proportion of a county's population that cannot be assigned to that county through PLACEFIPS-based inference. As a result, low COUNTYERR values do not imply that inferred COUNTY codes provide complete or representative coverage of county populations.
