Description
CINTOUT indicates whether or not a person accesses the internet outside of the home. CINTOUTH indicates whether anyone in the household accesses the internet outside of the home.
This variable is part of the Computer Internet Supplement.
Comparability
There is some variability in what options are presented to the respondent as "places outside the home" where they might have used the internet. From 1998 to 2001, these include work, school, a public library, a community center, someone else's house, or other. In 2003, 'while traveling' replaces a community center as a non-home location. In 2013, the community center once again replaces 'while traveling'. In 2015, public libraries and community centers are collapsed into 'library, community center, park, or other public place.'
The 2013 July sample contains an unusually high number of NIU records. This seems to be due to the fact that, in order to be in universe for questions regarding where a respondent used the internet, the respondent must report using the internet anywhere. In the original data, 26,604 of the 95,019 civilian respondents over age three reported not using the internet anywhere. These combined with those under three years old (NIU for this question) means the suspiciously high number of 62,713 respondents are not asked where they use the internet. Users should exercise caution with this sample.
Users should note that for 2013 and 2015 the CPS did not ask an exact question that indicated whether or not the person in the household accesses the internet outside of the home. However, it included a set of questions whether the person accessed the internet in several places outside the home, like someone else's home, a public library, an internet coffee, etc. If a person answered that he or she has accessed the internet AT LEAST one of these places out of the home, he/she was categorized as CINTOUT = 2 (YES).

- Jul 2013: Civilians age 3+ who report using the internet anywhere.
