In June-August, 1995 hhid was being changed to the new format. The Census deliberately presented only a 5 digit ID in these months to make it impossible to identify individuals. Most geographic identifiers were also set to '-1' to insure confidentiality. Records in these 3 months cannot be matched to other months. Prior to 1985, metropolitan is referred to as SMSA.
