Description
HEATPAY indicates the means of payment for households receiving a government subsidy to assist in paying heating bills (HEATSUB) since October 1 of the previous year. Respondents were asked whether heat subsidy payments were made in the form of a check, a coupon or voucher sent to the household, or a payment made directly to the utility company, fuel dealer, or landlord. Respondents could select multiple options.
